Eventually, however, I discovered that it wasn't anything our tech people had imposed, but a restriction by Microsoft. If you use an old version of MSN Messenger with MSN IM, the server will not connect you. The solution is simple - download the latest version. It's perhaps easy to fall into this mistake. You may get a warning if you are lucky, but you may miss this if you are making changes to your system.
